The Pretrial Services Agency for the District of Columbia (PSA) is part of the Executive Branch of the United States Government. PSA submits annual budget requests to the Office of Management and Budget (OMB) with the Court Services and Offender Supervision Agency at the beginning of each budget cycle and works with both OMB as well as the appropriate committees of the Congress to shape the final appropriation which will support the mission of the Agency for the fiscal year. Congress is the final arbiter of the budget and determines the level of the annual appropriation.

PSA’s Office of Finance Administration (OFA) provides all financial management and acquisition services for PSA, formulates budget requests, prepares related justifications and testimony, manages the execution and accounting of approved funding, assures the availability of resources for program priorities and recommends reprogramming or reallocation as required. OFA is responsible for contracting and procurement programs to acquire products and services to support PSA programs, contract administration, facilities and asset management, physical security and the provision of a variety of administrative services. OFA develops policy and procedures, provides advice to PSA senior management and serves as the PSA point of contact with external agencies in these areas.
