PSA Director Cliff Keenan testifies before the DC Council’s Judiciary Committee on Bill 20-323, the Post-Arrest Process Clarification Amendment Act of 2013. This proposed legislation is the outgrowth of a study undertaken by a Council for Court Excellence committee looking at the post-arrest processing of arrestees within District.
